to hammer out a deal to avoid the so-called fiscal cliff. >> just three days to go, a breakdown of how the negotiations went today and what happens next. >> in washington, there is still hope that a deal could be done to avoid the fiscal cliff. all eyes were on the senate today where negotiators were trading revenue figures to try to reach an agreement all sides can agree with. the baseline for the president and the bipartisan deal would have to extend unemployment benefits that would affect 2 million americans and it would have to increase taxes on the highest income earners. the negotiators will still have to work out where exactly the tax increases would hit and whether they would stop the increase of the estate tax. the president has asked democratic leader harry reid to prepare a separate bill to put on the senate floor that would increase taxes for households that earn a quarter million dollars or more, and respect -- expect republicans would block that proposal. but rather than take it back as a stopgap measure, think of it as a political move to try to shift the responsibility

's not been great so far. it will matter quite a bit whether or not they are able to get a fiscal cliff deal done in the near future. somebody clears the decks to do other things, things that might not be quite as either controversial or may not matter as much to the economy. so if you have a long fight over immigration, that's not a great thing but it's better than having a fight that leads to a debt ceiling default. the question is whether or not they are able to move past this in a way that allows for making agreements going forward or whether or not we end up in the essentially endless series of smaller fiscal cliffs this year. things get pushed forward for two weeks, two months, three months at a time and another debt ceiling in early 2013. if that's the case, there's going to be a lot more uncertainty and the structure will be there a lot more, very angry, a lot more tense, a lot more bitter, 11th hour negotiations going forward. >> mike, what sectors or areas are you watching in 2013? >> i think what's interesting is that the housing revival has obviously been embraced by wall street.

as lawmakers continue to scramble to get a fiscal cliff deal done. rich edson has the latest. rich: they are considering legislation here in the senate today. president obama says he called to talk to congressional leaders, democrats and republicans, last evening. there is no progress here to report. president obama put it all on the house. >> they are operating without the house of representatives. it is being operated with a dictatorship of the speaker, not allowing the vast majority to get what they want. if the 250 would be brought up, it would pass overwhelmingly speaking that 250 he is discussing that would keep tax rates where they are for income amount for less than $250,000 increased those earning more. house speaker says senator reed should talk less and legislate more. senate democrats have not. they want to extend all the current tax rates and avoid some of the spending cuts. democrats are on their opening offer. they basically have not moved anywhere. there is less than a week to go. >> senator reid talking about a less than $250,000 limit. speaking right. exactly. liz

without legislation. everyone assumes the fiscal cliff negotiations are done for the moment. suppose the newfound bears conventional wisdom is wrong. suppose if we don't go over the fiscal cliff or at the very least we get resolved with minimum destruction as i talked about at the top of the show. my super bowl see you in new orleans solution. i'm not saying this will happen. i'm saying this positive scenario is very much on the table. it has to be considered. and in that rosy okay things are all right scenario, good things could happen to our stock market in 2013. let's say you're an optimist that believes the fiscal cliff will be resolved and they rise above. what's the best way to play a fabulous bull market that some think could be unleashed? simple. assuming that everything goes right, the best proxy for the market in 2013 is the blackstone group. the big publicly traded asset firm. why blackstone? a company that i wasn't keen on. the company earns money investing other people's money. private equity funds. at the moment the company has $205 billion in assets under management. t

package that avoids this fiscal cliff. beyond that, there's much work that needs to be done beyond the fiscal cliff. this negotiation does not really go deeply into deficit reduction, and i think we need to. i was a member of the simpson-bowles commission. i salute my colleague, kent conrad of north dakota who is retiring in a few days for his amazing leadership in bringing us to this moment in this national debate. pwe we still have much work to do and i'm sorry kent won't be here to be personally part of it. i viewed him as an almost irreplaceable resource in this debate. he knows more about our federal budget and the deficit challenge we face than any member of congress. period. all the rest of us have learned so much from him, and we're certainly going to miss him. but we need to continue this effort that he started to reduce the deficit. we need to look seriously at our entitlement programs so that at the end of the day we meet our obligation to future generations. social security is solvent for 20 years. we should make it solvent for 75. and we can do it. if we face it today,

's pushing to get this fiscal cliff stuff done. speaker boehner took issue, won't surprise you either, with the president's appearance, in particular the president saying wait i have offered $1 trillion worth of cuts, i offered two to one spending cuts and here's what boehner had to say -- the president's comments are ironic as a recurring theme of our negotiations was his unwillingness to agree to anything that would require him to stand up to his own party. needed cuts and reforms that the president agreed to last year were no longer on the table as he cited an inability it to sell them to democrats. somebody is inflexible here. >> he accuses the president of the failure of leadership and in these days when somebody in washington uses the word leadership what they are meaning is caving in and bringing you own party along. i think the president was very clear in this interview that his strategy all along he is not going to be drawn into these negotiations because the white house thinks that one of the biggest mistakes of his presidency was doing exactly that in 2011. >> on the other

tonight on "n.b.r."! washington lawmakers are getting close to a fiscal cliff deal, but they might not get it done before the midnight deadline tonight. the senate could vote in time, but it's possible the house will wait until tuesday. that means the u.s. could go over the fiscal cliff. on wall street today, investors bought up stocks on high hopes of deal after president obama said this afternoon a deal is "in sight," and positive comments from republican leaders in the senate. here's how the major averages closed on this last trading day of 2012. the dow surged 166 points, the nasdaq jumped about 60, and the s&p rose almost 24 points. while wall street has already closed the books on 2012, washington still has a few hours to go before its new year's day fiscal cliff deadline. darren gersh has the latest. >> reporter: after a weekend of late-night negotiations with the vice president, senate republican leader mitch mcconnell said an agreement on the fiscal cliff was very, very close. >> we'll continue to work on finding smarter ways to cut spending, but let's not let that hold up protect
